
So I dont know what else to do, I have tried everything and when I look up my problem I cant find anyone else that has had this same problem. I checked the permissions on both upc.exe and libcef.dll and all the permissions were set properly.

When I tried to open libcef.dll in Text it told me access was denied. SO I downloaded an application called process monitor which helped me discover that when Uplay tried to launch "upc.exe" attempted to create file "libcef.dll" but the access was denied. So then I uninstalled Uplay and redownloaded it, it still had the same error, I restarted my pc and had the same error, I tried reinstalling Uplay AGAIN this time through steam and it still didnt launch. Last week, Ubisoft announced that anyone who watched Ubisoft Forward would receive a free copy of Watch Dogs 2. After this I tried launching Uplay and was met with an error screen (error code: 0xc0000022). JClaim your free Watch Dogs 2 before time runs out. supposedly the anti cheat flags it and when it runs alongside the game, it tends to become corrupted, but so far its been doing it on purpose 100% of the time, Tbh here, its making me not like the watch dogs series if it has this many technical issues and issues with its anticheat plus just even using it out of uplay,makes me not want to touch the series with a 50 foot pole if im being honest.So basically when I tried to launch Watch_Dogs 2 for the first time the window with the icon appeared for about 10 seconds and then closed. when i disable it via -eac launcher, the game crashes instantly and will not load, if i don't it says "untrusted system file, dbghelp.dll and WILL NOT STOP! i can't play watch dogs 1 which is older due to not having a super gaming pc, cant play legion either probably for the same reason ie id have to buy an entirely new pc, and watch dogs 2 works, but the anti-cheat is being stupidly stubborn and won't quit flagging its own files, ive tried repairing it too but nothing seems to work. And before you say "disable the anti-cheat bro", thats the problem.
